I am looking for a way to make my IP Adress constantly change (without going through an open proxy). I have heard of this also being called a “Dynamic IP Address” instead of a “Static IP Address”.

Hi, I don’t think you can without a Proxy, your outside IP, that seen by the internet, is determined by your when you’re connecting via another Server & that Server has a differen’t IP.
